Since the eruption of the volcano Pinatubo 15 June 1991 (see other page "Volcanic Lahar"), flooding has been a major problem in low-lying towns of Pampanga. Lahar flows has clogged drainage and silted waterways, causing rainy season floods which are believed to continue for years to come. 600 thousand people live in affected areas.
These photos were taken during rescue operations August 1997. The catholic archdiocesan organisation SACOP (Social Action Center of Pampanga) in co-operation with the navy assisted victims, using an amphibian vehicle for distribution of emergency rations and for evacuations, as the water level in the streets was up to two meters.
